Do You Need Permission to Replace Windows in West Sussex?
For most houses, no, as long as the new windows look like the old ones. Flats, listed buildings and houses under an Article 4 direction need consent first, and West Sussex has a lot of listed buildings: Chichester District alone has over 3,000.
Window applications go to your district or borough council: Adur, Arun, Chichester, Crawley, Horsham, Mid Sussex or Worthing. If your home is inside the South Downs National Park, the National Park Authority is the planning authority, though some applications are handled by the district council on its behalf. The Planning Portal’s local planning authority finder tells you which applies to your postcode.
Horsham District Council has designated nearly 40 conservation areas, and Chichester District Council lets you check whether your building is listed against its register of more than 3,000. A conservation area on its own doesn’t take away a house’s permitted development rights for windows; an Article 4 direction does. The government’s Article 4 direction dataset maps them by council, though it warns the data isn’t complete.

If the house is listed, any change to the windows needs listed building consent. Check the address on Historic England’s National Heritage List for England. Applying is free, the council has 8 weeks to decide, and replacing windows without consent is a criminal offence. Get the approval first, then order to the approved drawings. Ordering first and applying later is how people end up with windows the council won’t accept. Building regulations still apply to a full replacement; our standard double glazed windows have a whole-window U-value of 1.4 W/m²K, which meets Part L for replacement windows in England.

Timber is only as good as its finish. Every window is vacuum impregnated with preservative before machining, then given a microporous factory finish in spray booths, and sills are sloped with a drip groove so water runs off rather than sitting on the timber. Inland, in Horsham or the Weald, engineered pine is usually enough for painted windows. Keep an eye on the paint either way: look after it and a timber window lasts decades, let it go and you’ll be replacing sills.

If you want natural timber rather than paint, solid oak windows are the choice, left clear or stained light, golden or dark oak. Painting oak means paying for grain nobody sees.
