Do You Need Permission to Replace Windows in Hampshire?
For most houses, no, if the new windows look like the old ones. In Winchester, though, the city council can use Article 4 directions to bring windows on the front of unlisted houses in its 37 conservation areas under planning control.
Window applications go to your district or city council, such as Winchester, Basingstoke and Deane, Test Valley, East Hampshire or New Forest, or to Southampton or Portsmouth city councils. Inside the New Forest or South Downs national parks, the park authority decides. The Planning Portal’s local planning authority finder tells you which applies.
Winchester City Council has designated 37 conservation areas in its district and explains that an Article 4(2) direction can cover front elevations, windows and doors included. Elsewhere, a house keeps its permitted development rights for windows unless a direction removes them. The government’s Article 4 direction dataset maps directions by council, though it warns the data isn’t complete.

If the house is listed, any change to the windows needs listed building consent. Check the address on Historic England’s National Heritage List for England. Applying is free, the council has 8 weeks to decide, and replacing windows without consent is a criminal offence. Get the approval first, then order to the approved drawings. Ordering first and applying later is how people end up with windows the council won’t accept. Building regulations still apply to a full replacement; our standard double glazed windows have a whole-window U-value of 1.4 W/m²K, which meets Part L for replacement windows in England.
