Do You Need Permission to Replace Windows in Gloucestershire?
Check before you order. Cotswold District alone has 144 conservation areas, more than any other district council in England, and some parts of the county have Article 4 directions that bring windows under planning control.
Window applications go to your district council: Cheltenham, Cotswold, Forest of Dean, Gloucester, Stroud or Tewkesbury. The Planning Portal’s local planning authority finder shows which one covers your postcode.
Cotswold District Council publishes maps of all 144 conservation areas and says that where an Article 4 direction applies, replacing windows needs planning permission. In the Forest of Dean, the Article 4 direction for Newnham covers new windows and external doors. Gloucester city has its own directions, covered on our page about timber windows in Gloucester.
Outside an Article 4 area, a house keeps its permitted development rights for windows, even in a conservation area. Flats don’t have them, so new windows in a flat need planning permission. The government’s Article 4 direction dataset maps directions by council, though it warns the data isn’t complete.

If the house is listed, any change to the windows needs listed building consent. Check the address on Historic England’s National Heritage List for England. Applying is free, the council has 8 weeks to decide, and replacing windows without consent is a criminal offence. Get the approval first, then order to the approved drawings. Ordering first and applying later is how people end up with windows the council won’t accept. Building regulations still apply to a full replacement; our standard double glazed windows have a whole-window U-value of 1.4 W/m²K, which meets Part L for replacement windows in England.

A weatherboarded gable shows why the finish matters: timber high on a gable takes the weather first. Every window is vacuum impregnated with preservative before machining, then given a microporous factory finish in spray booths, and sills are sloped with a drip groove. Engineered pine is the sensible choice for painted windows on sheltered walls. Pick meranti, our hardwood option, for elevations that take the weather, such as a gable on high, open ground. If you want the grain on show, solid oak windows are the choice.
