Planning in Oxford
Do You Need Planning Permission for New Windows in Oxford?
Often yes. Oxford has 18 conservation areas, and in Jericho and other areas covered by the city’s 2011 Article 4 direction, replacing windows on a wall facing a road or waterway needs planning permission.
Oxford City Council handles planning for the whole city and keeps a list of its 18 conservation areas. Its Article 4 direction notice sets out the areas affected and the nine kinds of work it controls, including windows, doors and roofs. It came into force on 28 April 2011.
Outside those areas, a house keeps its permitted development rights for windows, so like-for-like replacements usually need no application. Flats are different: they have no permitted development rights, so new windows need planning permission wherever the flat is. The government’s Article 4 direction dataset maps directions by council, though it warns the data isn’t complete.

If the house is listed, any change to the windows needs listed building consent. Check the address on Historic England’s National Heritage List for England. Applying is free, the council has 8 weeks to decide, and replacing windows without consent is a criminal offence. Get the approval first, then order to the approved drawings. Ordering first and applying later is how people end up with windows the council won’t accept. Building regulations still apply to a full replacement; our standard double glazed windows have a whole-window U-value of 1.4 W/m²K, which meets Part L for replacement windows in England.

Payment is simple: a 50% deposit books production and the other 50% is due on delivery, by bank transfer. Larger orders may qualify for free delivery.

For painted windows, engineered pine is the sensible choice. If you want the grain on show, solid oak windows cost more but last around 50 years when looked after.
